We are seeking an experienced and highly capable Principal Advisor to lead the end-to-end development of the 2026/27 Statement of Performance Expectations (SPE), while designing and delivering robust survey methodologies to support performance reporting. 

This is a unique opportunity to play a pivotal role in shaping organisational accountability, performance measurement, and evidence-based reporting within a government environment.

This is an immediate start and working through until end of June 2026, part time hours 25-30 per week.

About the Role

This role sits at the heart of organisational performance and accountability. You will lead the planning, drafting, and delivery of the 2026/27 SPE and ensure performance measures are strategically aligned, measurable, and compliant with legislative requirements.

Alongside this, you will design and implement in-house survey methodologies that generate reliable, high-quality data to support SOI performance indicators and impact measurement.

This is a hands-on, senior-level role requiring strategic thinking, technical expertise, and exceptional written communication skills.

Key Responsibilities

  • Lead the planning, coordination, drafting, and delivery of the 2026/27 SPE
  • Translate strategic objectives into clear, measurable performance indicators and targets
  • Partner with senior leaders and business units to ensure alignment between strategy, operations, and performance measures
  • Ensure compliance with relevant legislative and governance requirements
  • Manage timelines, stakeholder engagement, and review processes
  • Design and implement robust in-house surveys to measure SOI performance indicators
  • Develop sound methodologies, including sampling frameworks, question design, and data collection approaches
  • Ensure data integrity, statistical validity, and alignment with reporting requirements
  • Analyse survey findings and translate insights into clear, decision-ready reporting

You will bring:

  • Demonstrated experience developing Statements of Performance Expectations within the public sector
  • Strong understanding of performance frameworks, outcome measurement, and government reporting requirements
  • Proven experience designing and delivering surveys for performance or impact measurement
  • The ability to manage complex timelines and competing priorities
  • Exceptional written communication skills, with experience producing high-quality formal accountability documents
  • Strong stakeholder engagement skills and the ability to influence at senior levels
