Tecman International Limited is a New Zealand-based project management consultancy with over 12 years of industry experience, specialising in the delivery of complex mixed-use residential and commercial projects.

We provide end-to-end coordination and management across the full project lifecycle, from project initiation, capital modelling and due diligence through to approvals preparation and applications, contract tendering, construction delivery, and market release. Our expertise spans land rezoning, large-scale earthworks, road, water and power infrastructure connections, land subdivision across a range of development densities, apartment developments, and build-to-rent projects.

We are now seeking a General Manager to lead the company’s overall business operations, investment strategy, and organisational performance, with a particular focus on:

           Project feasibility and capital structuring

           Investment evaluation and risk management

           Business expansion and financial sustainability

This role is ideal for a senior executive with strong experience in investment management, corporate governance, and multi-division leadership.

It is responsible for the overall leadership, strategic direction, financial performance, and operational management of Tecman International Limited, and provides enterprise-wide governance and decision-making authority, ensuring effective integration of:

           Project development and delivery

           Investment planning and capital allocation

           Financial performance and risk management

           Organisational leadership and operational efficiency

The role is accountable for ensuring that the company’s commercial strategy, project execution, and financial outcomes are aligned, particularly in the context of complex property development and infrastructure-related projects.

 

KEY RESPONSIBILITIES

1. Corporate Strategy & Business Planning

           Develop and implement the company’s medium- and long-term strategic plans, including growth, diversification, and market positioning

           Translate strategic objectives into annual business plans, budgets, and performance targets

           Continuously evaluate market conditions (property, infrastructure, capital markets) to adjust strategy

           Identify new revenue streams, development opportunities, and investment channels

 

2. Investment & Project Feasibility Leadership

           Lead the financial and commercial evaluation of development projects, including:

a.     Land acquisition feasibility

b.     Project cost modelling

c.     Revenue forecasting

d.     Return on investment analysis

           Establish structured investment decision-making frameworks

           Review and approve project feasibility reports prior to commitment

           Oversee capital deployment across multiple concurrent projects

 

3. Financial Management & Capital Control

           Direct company-wide financial planning, budgeting, and forecasting

           Monitor:

a.     Project-level profitability

b.     Company cash flow

c.     Capital allocation efficiency

           Work with the Accountant to ensure:

a.     Financial reporting accuracy

b.     Compliance with NZ financial regulations

           Optimise cost structures and improve financial performance

 

4. Enterprise Risk Management & Governance

           Establish and maintain a company-wide risk management system, covering:

a.     Investment risk

b.     Project delivery risk

c.     Financial risk

d.     Operational risk

           Implement data-driven monitoring and reporting mechanisms

           Ensure compliance with:

a.     NZ building and planning regulations

b.     Health & Safety requirements

c.     Corporate governance standards

 

5. Operational Management & Integration

           Oversee all business functions to ensure efficient and coordinated operations

           Ensure alignment between:

a.     Project delivery timelines

b.     Financial objectives

c.     Marketing and sales strategy

           Optimise internal workflows and improve operational efficiency

           Resolve cross-departmental issues and bottlenecks

 

6. Project Governance

           Provide high-level oversight across all development projects:

a.     Land subdivision

b.     Infrastructure works (roads, water, power)

c.     Residential and mixed-use developments

           Review major project milestones, budgets, and risks

           Ensure project delivery aligns with:

a.     Approved budgets

b.     Commercial objectives

c.     Regulatory requirements

 

7. Stakeholder & External Relations

           Act as the company’s senior representative in dealings with:

a.     Investors and financial institutions

b.     Clients and development partners

c.     Local councils and regulatory authorities

           Lead high-level negotiations and contract approvals

           Build and maintain long-term strategic partnerships

 

8. Leadership & Organisational Development

           Lead and manage senior management team

           Design and implement:

a.     Organisational structure

b.     Performance management systems

c.     Staff development and training frameworks

           Drive a high-performance, accountable organisational culture

 

9. Policy, Systems & Process Development

           Establish internal policies for:

a.     Financial control

b.     Risk management

c.     Project governance

           Implement management systems for:

a.     Reporting

b.     Performance tracking

c.     Decision-making support

 

10 Reporting & Accountability

           Provide regular reports to the Director on:

a.     Financial performance

b.     Project status

c.     Strategic progress

           Make recommendations for business improvement and expansion

 

QUALIFICATIONS & EXPERIENCE

·      Bachelor’s degree in Business / Finance / Economics / Property / Engineering or related field

·      Minimum 10+ years senior management experience

·      Demonstrated experience in:
