Construction Manager

Clearance Required: Active Secret (Top Secret eligibility preferred) Contract Duration: 12 months Location: On-site, Wellington, New Zealand Espire Services is seeking a Construction Manager to support a time-sensitive proposal for the U.S. Department of State's Bureau of Overseas Buildings Operations (OBO) in Wellington, New Zealand. This is a 12-month position contingent upon contract award. We are seeking qualified U.S.-based candidates immediately. The Construction Manager will oversee an HVAC & Building Automation System (BAS) upgrade at the U.S. Embassy Chancery. Work includes AHU fans and motors, chilled water pumps, cooling tower, outside air dampers, control valves, and BAS integration. Additional tasks include selective coordination and reporting on related embassy facilities.

Key Responsibilities:

  • Support the OBO Project Director (PD) and manage day-to-day construction operations
  • Oversee contractor performance, quality control, and safety per USACE and local codes
  • Coordinate with embassy personnel and stakeholders to resolve construction issues
  • Review contractor submittals, pay requests, and change orders
  • Maintain daily logs and monthly progress reports
  • Ensure compliance with licensing, documentation, and project standards

Required Qualifications:

  • U.S. citizenship and active Secret clearance (Top Secret preferred)
  • Bachelor's degree in Construction Management, Engineering (Mechanical, Electrical, Civil), Architecture, or related field
  • 7+ years of experience managing construction projects of similar size and complexity
  • Demonstrated ability to manage safety, quality, schedule, and reporting requirements

Preferred:

  • Experience with HVAC/BAS projects
  • Mechanical engineering background
