Lead regional commercial finance initiatives from concept through implementation for health services

Group Manager Commercial Finance

Permanent, full-time position based in Te Manawa Taki or Central. Lead commercial and financial analysis that supports high-value decisions on how health services are delivered. Shape major investment, insourcing, outsourcing and service redesign initiatives through robust analysis and strategic advice.

Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders. We provide essential hospital, specialist, and community health services across 80+ locations - from large urban centres to rural towns and remote communities. Our goal is to improve health outcomes for all New Zealanders by delivering equitable, accessible and innovative care.

About the Role

We are looking for an experienced commercial and finance leader to join Health New Zealand as Group Manager – Commercial Finance. This is a unique, initiative-based role supporting priority service delivery decisions across the Te Manawa Taki and Central regions. You'll provide targeted commercial and financial expertise to support the development, evaluation and implementation of high-value initiatives. Your work will help ensure major decisions around service delivery, including insourcing, outsourcing, investment and redesign, are underpinned by robust financial and operational analysis, with a clear focus on value for money, affordability, deliverability and long-term sustainability. Working closely with regional leadership and existing specialist teams, you'll lead and support priority initiatives from concept through to implementation. You'll assess alternative service delivery models, develop financial and operational models, undertake scenario and sensitivity analysis, and prepare business cases and executive-level advice to support evidence-based decision-making. This role will also provide strategic challenge and insight, testing assumptions and helping leaders consider different approaches to service delivery. You'll work across finance, operations, procurement, legal, analytics and clinical teams, bringing these perspectives together to provide clear recommendations on complex and often ambiguous decisions.

About You

You are a commercially astute leader with strong financial and operational analysis skills and the ability to influence complex decisions without relying on formal line authority. You are comfortable working in ambiguous environments and can move initiatives from analysis through to implementation. You will bring: strong commercial, financial and operational modelling capability, including scenario modelling, sensitivity analysis and total cost of ownership assessments. Experience developing business cases, investment analysis and executive-level advice that clearly outlines options, trade-offs, risks and recommendations. A strong understanding of contracting, procurement and different service delivery models, including the ability to assess in-house, outsourced, hybrid and regional approaches. Excellent stakeholder management and influencing skills, with experience working collaboratively across finance, operations, procurement, legal, clinical and service delivery teams. You'll bring sound judgement, a disciplined delivery focus and the confidence to constructively challenge assumptions. You'll also be able to balance regional priorities with whole-of-system considerations, including affordability, sustainability, access, quality and equity.
